first_imgThe Public Procurement Concession Commission (PPCC) on Tuesday, September 27, announced it would shortly set new benchmarks for those wishing to become public procurement directors in any sector in Liberia. The new public procurement standards, according to PPCCExecutive Director James Dorbor Jallah, include individuals going through a full round of procurement courses and earning a certificate or degree at the end of the courses or training.Interested persons are also expected to be vetted, certificated and licensed by the Commission. Such candidates, Jallah said, will also have to be licensed before being allowed to operate in the country as professional procurement officers. A procurement officer caught in financial malpractice would have his/her license revoked.Jallah made the pronouncement on Tuesday at the start of a four-day training exercise in Monrovia, which brought together 46 procurement officers from the 15 counties.According to him, the new measures, when they become practice, will reduce procurement capacity gaps, and strengthen the system as well as ensure professional standards in the public procurement arena.“Our goal is to strengthen the system. This will also help reduce capacity limitations in the public procurement space,” Jallah told reporters shortly after the PPCC launched the concept note for training Level Two, Introductory Certificate in Purchasing and Supply, in Monrovia. The proposed pact offers a 4.75 percent raise retroactive to July 2006; a 5.4 percent hike retroactive to July 2007; and 3.25 percent effective Jan. 1, said officials with the Service Employees International Union, United Healthcare Workers West. The hospital also agreed not to do housekeeping and dietary work, and to bargain with the union if it wants to subcontract other departments, union officials said. Hospital officials declined comment until after the contract is approved. Hoff was arrested in January after a complaint was received by the National Center for Missing and Exploited Children, where it was alleged that he molested and took photos of a young girl for years. Hoff initially faced 48 counts in connection with molesting three girls, who ranged in age from 8 to 12 when the alleged incidents began in 1998. Prosecutors on Wednesday added 12 more counts and a fourth victim, records show. Hoff is in jail with bail set at $5 million. Hoff was arrested by investigators with the Sexual Assault Felony Enforcement Team, a group that includes the FBI, the Los Angeles County Sheriff’s Department, the California Highway Patrol and other law enforcement agencies. After on scene deputies discovered that the vehicle found belonged to an individual who was reported missing Monday along with another individual by family. Deputies on scene discovered two deceased individuals in the rear bed of the truck that had a hard shell cover over it.
